At an early stage with the transfer of the McCelvey Center to the direction of Cultural and Heritage Commission of York County, public and special interest groups worked together to produce a wide range of ideas for the expansion and operation of the Center. As designing a multi-use facility is a complex undertaking, an early priority and certainly one of the most important elements in the overall design direction for such a facility was programming. The first step in programming was to establish clear goals, attitudes, and aspirations.
